There are a couple of possibilities.
The local prosecutor could bring criminal charges against your friend. This could mean fines, jail time, probation, etc.
The person(s) damaged by fraud could file a civil lawsuit against your friend to recover monetary damages. The total would be the amount of the fraud, court costs, attorneys fees, interest, etc.
What is your friend doing now to avoid bad judgments?

Probation. I’m serious. The credit card companies absolutely do not care. They charge 20% to 30% interest and that covers their losses.
My sister in law had her identity stolen and over $25,000 charged in her name. The woman got caught and walked away with probation and the charges will be expunged from her record in 3 years if she stays out of trouble. Capital One refused to cooperate with the prosecution and they lost $10,000.
